Utica Municipal Housing Authority (UMHA) is writing to request your assistance to make your clients and constituents aware of rental opportunities available through our new Roosevelt Residences affordable housing development.    We are now accepting pre-applications for one, two, three, and four bedroom apartments and would like to offer your clients the opportunity to apply for these units.

The UMHA is requesting that you display the attached flyers in English and Spanish at your offices and inform your clients of the availability of these apartments.   We will be delivering copies of the flyers and brochures

The pre-applications will enable the housing authority to initially screen applicants for basic eligibility.  Those meeting the basic criteria will be entered into a lottery and if selected, will be asked to submit a full application.  We make no assurances of acceptance of final applications.  Successful applicants may need to meet multiple eligibility standards for various funding programs and preferences.

Clients who are disabled and homeless will not be subject to the lottery and will be immediately screened and placed on a waiting list.

The Roosevelt Residences project involves the construction of 50 affordable housing units contained in 25 new buildings on 11 scattered sites in the Cornhill Neighborhood of Utica.  A total of 8 units will be set-aside for homeless veterans and for other chronically homeless populations.

The project offers affordable spacious and beautiful apartments, new ranges and refrigerators, a resident center with a fitness center and event space, washer and dryer hookups, individual climate controls, free off-street parking, central heat and AC, and 24 hour emergency maintenance.    The units are also within walking distance of bus lines, stores, and neighborhood schools.  Accessible units are available.

The site/unit mix is as follows:

  • Twenty-five (25) units are assisted by a Section 8 Project Based Voucher;
  • Eight (8) total units are permanent supportive housing for homeless veterans (5 units) and the chronically homeless (3 units), assisted by grant through the Empire State Supportive Housing Initiative;
  • One-bedroom: 6 units;
  • Two-bedroom: 24 units
  • Three-bedroom: 18;
  • Four-bedroom: 2 units.

Seven (7) of the project’s fifty (50) units are fully Accessible & Adapted and will be made available to prospective residents with either physical impairments (5 total units) or hearing and/or vision impairments (2 total units) and who qualify for a unit under the project’s income guidelines.

Please be aware that units will become available on a per site basis, so not all 50 units will be available at once. We anticipate having the first units available for move-in late summer with 14 units on the first site.   The remaining applicants will be placed on a waitlist with units filled on other sites as they are completed through spring 2019.

We encourage our Utica Municipal Housing Authority (UMHA) Section 8 (Housing Choice) Voucher waiting list applicants and voucher holders to submit this pre-application.
